Man, gambling do not create added value products, so it's the worst idea to allow more casinos after crisis. You just froze situation in time, because people will gamble, lost their money and will not invest it in better things like own business or consumption.

But if you are going to look at government's perspective, perhaps the first reason that they will allow is to get that tax again from casino's. As more countries that allow them to flourish, but with good tax. At least that's how casino's are in our country.

Casinos it's zero sum game, and after crisis you need something which will increase wealth of all participants (non zero sum game). For example, deregulate business opening schemes and so on.

Could be effective though, but not as effective as government allowing casino's to reopen.
