It has a high possibility for them to open more gambling casinos and employ more people to rebuild their economy fast. This holds true for territories such as Macau and Nevada. The government can't force people to stay inside for an infinite period of time. Eventually, the citizens will lose their patience and venture out. It has been almost 6 months. Even if the danger is out there, not everyone is going to stay at home. It is up to the individual to decide whether he want to visit the casinos or not. Let them take that decision and not the government.
