he could be using a g4400t cpu it will save up to 10 watts on your g3930

the plug socket must be blue to be plat.
if it is black it is the gold version.
lastly the kwatt meter at the wall can read hot.
i have four or five different models of kwatt meters.
they can vary five percent on the exact same load.

Finally all these stuff can not buff his result from 141W to 112-117W. I believe it's due to "manufacturing process" between ref and custom cards, like Red Panda statement.
