I don't think doesn't mean whales are dominating the market means people would not invest.

There are a lot of reasons for these people to doubt Bitcoin and never put their money into it. One of the reasons is that they are thinking that it is a scam, that people should not even trust in this cryptocurrency and they are still wondering why it is still not falling. Still, I dont' think that people will not be interested to invest on Bitcoin or any other cryptocurrencies. With more people understanding how it goes, more and more people will ride.

It do only have possible reasons on why do some people do really still have those kind of doubts:

Lack of knowledge / Lazy to make up some research
Heavily influenced with typical fiat advisors
Fear of losing money due to past scam experience

with these reasons you can really tell that people wont really easily jumped in unless if theres something that can spark it out.

since not all governments are the same when it comes to jurisdiction which does mean that neither they would agree nor disagree on the things that it had.

Adoption isn't a problem for the country that has no issues about cryptocurrency, but it's too hard to put on a handshake for a certain nation that isn't open to it. Governments had their own mindset over things, fortunately there's a lot of countries around the globe that already recognized bitcoin and other cryptocurrency that's why it's really an impossible thing to see bitcoin falling to its unworthiness.
We're not expecting to back down, but rather moving forward to more advanced digital currency will soon become stronger in time.
