I don't think that's possible. This is only possible where there is paper money. The government has done a lot to help the people in their country's corona situation by doing this. This is currently almost impossible to do in the case of Bitcoin. There are still many countries that do not approve Bitcoin for their country, They declared the use of Bitcoin illegal for there country people.

With or without government restrictions. Bitcoin has been and is still being used as a means of payment between people in the cryptocurrency community. In a transaction, the most important thing is trust, comfort and agreement between the seller and the buyer. Both sellers and buyers already know the legal basis and risks of transactions using bitcoin. As long as the goods purchased are paid for in accordance with the agreement, whatever form of money is not a problem along with the existing conveniences, starting from exchangers to other online financial platforms.
Everything has got restrictions and the law. When government doesn't profit out of it, then law/legal structure will be created in such a way to restrict the usage of cryptocurrencies. So, based on the trust, convenience and ease transactions were made on mutual understanding. I wish the low volume transaction makers should also benefit out of it, because for a hospital bill I paid with cards and got deducted with a transaction charge of around $7.5 for bill amounting $400. In such a value of transaction with bitcoin, it also adjusts transaction fee almost the same.
