The Violent crime is considered bad. I see them claim the crime rate is going down from time to time, but I think this is when they're just trying to get votes. There are many thieves as well, maybe more so than the violent criminals. I believe the department stores keep an account of how much is stolen from them. This is one of the thieves favorite places to steal, along with stealing from other individuals.
Often refered to as shoplifting. Long ago I had learned about this and ways to prevent it. They teach thimgs like how its most likely to occur at certain times, keep things organized, watch for loiterimg and odd behavior, get to know your customers and so on. Not sure how effective these strategies were. In ancient times they would cut off peoples hands for theft. I bet that worked well.
