I don't really understand Guiliani concept... How do you prove a ballot is legal? As you said is there some kind of identity marker on the ballot? If not any ballot introduced in the pool can be considered "legal" even it has 100s time the same pen with the same fingerprints or the same machine filling...

That's why I say the ballot pool is INTENTIONALLY contaminated.
