People want to buy low sell high, but usually buy high sell low. It is ironic but it often happens, you won't buy when the price is low because you think it will be lower, but you will buy when the price is high because you think it will be higher. Ex: 16k now, you think it will be 20k; i also think so, but no one knows what will happen next.
