That news doesn't matter a lot for XRP. The investors were liquidating their XRP caused by the panic sell that happened with BTC.
It's not only XRP but ethereum was facing the same trend too. Bitcoin was dominating the movement that happened with the major coins.
If bitcoin will be recovered to the 19k again and the price of XRP will be doing the same thing like what btc does.
This is the point.
