Repeatedly posting links to their article also considered as spam which can get them temporary ban for a while as first offence.

Only 10% maybe are moderated, otherwise, it stays "Unhandled". At the same time, I admit I gave up reporting the user for 2 weeks.
As @o_e_l_e_o it's so boring to report the same bad apples when nothing is done. It's like emptying an ocean with a spoon.
