Your post is self-contradictory. How do you expect the Bitcoin prices to rise, and at the same time remain stable at $19,000 level? Do you realize that $19K is still below the ATH level that was attained in 2017? And I am not expecting any decrease in the incidence of scam projects. As long as greed exists among the humans, scammers would continue to fool cryptocurrency users and steal their funds. Look around you. There are a lot of people, who are willing to invest in shady projects if you can tempt them with claims of 10x or 20x returns.
