Yes it is it's a test lottery to roll up the development of the project, that is the reason why we have this thread here, but there are a lot of things to be done on this project to make it more attractive, I don't want to say it's prematurely posted because the developer is not the one posting the thread, the website design is very amateur and very bland if they want to be competitive and they want to make the lottery it's the main feature they should make the design attractive and professional-looking, that goes to the announcement thread hopefully the developer or a representative will be the one to create the thread.
