This is not true. I use intensity 21 on mine no problem. I actually posted my conf file much earlir in the thread for my 290's. I use TC 20481 and Intensity 21 with my regular settings from scrypt. I get between 390-440 (depending on memory hynix do much better) per card, and 0 HW. Also from what I have heard the amount of RAM you have matters (not confirmed though). I would say your TC is set incorrectly.
