They should if they raised the soft cap they should pay their promoters because they contributed to the success of the project, or they will be reported as not paying their promoters and they are going to lose their reputation, investors should not trust projects that do not honor their words.

Well if a project has succeeded, there are no reasons why they can't pay the bounty hunters. Remember, the project won't raise a good amount without its promotion. So bounty hunters contribute much on the outcome of the project. But if the team itself have decided not to pay those bounty hunters, then we can't do nothing about it except reporting them just like we have seen in Scam Accusations.
