They could, he is a legend of the club and the manager and club will obviously would like to extend his contract as soon as possible before some clubs reach out to him and both parties come to an agreement. It is also upto player whether he wants to stay with the club or wants to find playing time in some different league. He is playing with great club currently and city has everything so don't think of any reason but who knows at last it comes to player.
