I do agree, it is big money and having an escrow for a security is a must but I don't think we need to worry about it for now, there isn't a lot of leads on the whereabouts of the guy so we can't be dreaming of the reward yet.
To OP, if you want to convince people that this is a serious thing then you should create details about this person and you need to make people in this forum believe that his capture is a must.
I don't think that you are reading the thread well. The OP already states the link to the main article whereas this man is really wanted and is still being hunted for the money he stole on many huge investors. The bounty prize was already placed by the CEO of Stratum Blockchain Technology - Rocelo Lopes in his tweet

Hence, this scam thread is legit, yet doesn't really shows enough info as even I myself had need to research thoroughly on what is really happening and the articles and resources are published in Brazilian language. Furthermore, the accused person - Rodrigo Marques, had used mixers in his transactions, making it harder for the pursuers to find his stolen funds. It is a good thing that this thread is plain and simple, as it is for spreading awareness in a manhunt, and has a possible end.
