Kalau ada peringatan seperti itu tentunya pasti ada sesuatu yang salah.
Bisa jadi Windows ataupun Defender-nya belum di-update, atau bisa jadi memang itu false alarm sebagaimana pernah saya alami juga pada Bitcoin Core yang terdeteksi sebagai threat oleh Antivirus Bitdefender.Jadi selama downloadnya dari link situs resmi (https://download.electrum.org/4.1.1/) dan PGP signature-nya sesuai dengan public key ataupun fingerprint ThomasV (https://raw.githubusercontent.com/spesmilo/electrum/master/pubkeys/ThomasV.asc) maka itu legitimate.

Yes. As long as you have checked the hashes and PGP signature of the download, it is legitimate.
