What you say is true, any exchange large or small can add coins free but in the case of the unnamed.exchange scammers they made it clear they will charge 0.06 BTC to list coins.

As far as I know many exchanges, expecially the small ones can add coins for free and without confirming that with the project devs. It's pretty common.

When they listed MOON (around Feb 2020 I believe), 0.06 BTC was worth less than 600$ so pretty affordable and someone probably just paid this money to list MOON on Unnamed.
