You definitely are referring to people who are irresponsible in gambling, I believe most gamblers are responsible that's why only a few are messing their life, and yet the government wants to prevent this from happening so they ban gambling, but we are lucky if we live in a country where gambling is not banned.

In fact, the opposite is true. There are not many players who have a sufficient level of self-control and are familiar with probability theory, game theory and mathematical expectation. Everyone else, no matter how hard they try and what strategies they use, still loses. This is why gambling is banned by governments in many countries.

We do have different governments globally and there would be some will banning it and some would see this business to be relevant for the sake of tax returns which i cant really blame off because
these businesses will really generate huge amount and this one would be relevant in terms of taxation.So it does depend but there are government who are really much concern with
their citizens situation and trying to avoid them into such possible addiction but we know that each of them would be different so it would varies.
Gambling is for entertainment and people are just really going into those certain extent which it shouldnt must.
