They can invest if they have sold their holdings while the price was higher but if they didn't and continue to hold, they may have less money to buy the tokens they have. But its a good thing to do to buy if they have the money. Saylor did it despite the crashing market. It hasn't gone to the very low though so I guess we are just experiencing the dip for it to bounce back up again because where else will the investors go to buy an investment but in crypto once again.
