sì c'è questa cosa del voto non espresso conteggiato come un NO che non è molto simpatico.

ma tieni conto che:
i. The agreement of a majority of the number of voting rights holders voting on the Draft Rehabilitation Plan;
and
ii. The agreement of not less than one half of the total amount of the voting rights holders.

quindi più "credito" hai, più pesa il tuo voto.
solo Fortress ha il 10% di peso, e con tutto quello che ha già versato a Coinlab, ha tutto l'interesse ad accettare

sì ovviamente i voti sono pesati in base all'ammontare del claim dei creditori. E questo da un grande potere a pochi grossi soggetti che potrebbero facilmente far fallire l'accordo, a seconda della loro convenienza.
