Hey there sukoyomi! Good question. The 10% is the initial circulating supply at TGE, based on what is sold to the public. That is what is represented under "Public Sale - 10%" on the "Supply distribution breakdown". There will only ever be 2B tokens total, and it will take 20 years for the entire supply to be in circulation. A vast majority are locked up for various vesting periods, and there are several staking initiatives as well that will effectively lower what is circulating.
