Actually this was the bit that made everything easier. If they would have had their own currency, the president would have faced the inertia (to be nice) and the "advises" of the central bankers.

Well, this is govt does best: get user data.
On the other hand, I guess that's necessary, else they can easily end up giving out the money to the "wrong people".
