In my understanding, I feel as follows

Legendary member rank will be given with a random number of activity, from to
Activity points will be recounted after each 14 days. It is only true for members who always reach the cap of 14 activities within each 14 days
Assume if I make only 4 posts from 30 June to 14 July, and my lucky number to rank up to Legendary will be in the next recount. However, I only make 4 posts for the next 14 days. It means, I will be able to rank up any day in the third 14-days period, if I make enough 20 posts, even within an hour.
Is this what you feel weird about some ranked-up members in your local boards?
