In any case, this is an interesting idea and was fun to think about. But I don't think the benefits are enough to make it worth the effort and risk of other issues.

There can not be no missing blocks. If the original winner won't broadcast a valid block in the proper time range the next minute will allow for miners of the prev/next block to do so the next minute allows any miners in the epoch.
