giving them 10 percent cut and paying more for electric bills is a nice offer but they didnt accept it. 
that shows that they their offcials are loyal to their duties but if that is offered in someone else for sure they wont ignore that. you could be wrong with your assumptions .
mining is only banned but not other business . i dont think they hate it when somone became rich for their own hardwork.
