But the truth is a large percentage of investors dont understand this technical terms when they read it and for all the claims of good team members, no one can really know how good a projects team is until the project progresses

Apart from the community, the adoption and usability of the product are important for a project to be successful. Without a product that can be implemented in industry or used by many people, I think the project is just a pump and dump project and this happens a lot in many new projects.
