Interestingly, almost everyone here voting is guided by the results of last season ... and it seems to me that some people mistakenly underestimate clubs like Chelsea and Liverpool,
(especially if chelsea gets Lukaku). 
As for the transfer of Kane to Manchester City, I am rather skeptical as City may simply not have enough money, not to mention the fact that Guardiola's plans to sell Raheem Sterling and Bernardo Silva also seem to me wrong. Yes, Kane scores, but this does not mean at all that he will lead Manchester City to victory.
(although it would be a great success for Tottenham to bail out 180 million, because this amount is equivalent to a quarter of the cost of the entire club).I think in the last few seasons almost all of the voters have voted for City, so it's no wonder City have yet again received the most votes for a while. I personally chose Chelsea in the polls, somehow I still believe in Tuchel who looks like he will really succeed with Chelsea this season. As for the transfers that occur I don't really care much about it, because usually they don't immediately fit into the style of play in their new team so I think even if Kane and whoever manages to move on, they will still need time to really fit in their new team.
