Even an abandoned project can pump for example dogecoin, I think its not always about dev abandoning the project or them not having the right idea, one thing I find common in projects that don't recover after a fall is that their community is reduced, so many people leave the project and move to something more exciting, lin conclusion alots of don't recover because they loose their community and they stop bringing something exciting to their members.
