Then again, I doubt anyone in the target audience for this document will be able to decode it by themselves. And if anyone writes them a nice online tool for it; that could be subject to the same censoring that regular clearnet webservers are, on which the file could be saved directly in the first place.

For extra shits and giggles, you can compress the text with a monster compression algorithm like LZMA, then the size will likely be 3-4x less and fittable in the blockchain but nobody would know how to decompress it  Grin
And encode the algorithm in the blockchain as well!

By the way, now I remember, regarding:
they could develop a tool

Actually, a few blocks after the TX ID I posted, there's the shell script in the blockchain to decode messages encoded as transactions, if I remember correctly! Cheesy

I would like to suggest either moving this topic to off-topic / politics section or to edit it not to reference that bs 'spartacus letter' because it has no place in 'Development & Technical Discussion'. OP, you could have easily asked in general how to put a PDF (or plaintext) into the blockchain. Instead, we're giving this crap exposure by bumping this thread all the time, talking about technicalities.
