The author of that article tried to highlight one thing but in his desire to make it sounds fantastic it turned out worse, this happens when everyone becomes a journalist and tries to rephrase the original news to look like he is writing on his own.

And btw, there is not a single word about Bitcoin there, it's not bitcoin that they are worried about, one target is stablecoins and the other investment in tokenized securities, that's why they are calling this a spill into traditional markets.
