There is so much truth to that regarding NGOs and unintended consequences and even the perfectly thought out 'for profit' non-profits.
I liked some of the ways local service clubs continued support once an installment went in (solar, wells, ect) however it wasn't like anyone could get a part from a local home improvement store for quick repairs (at the time). Teach a man to fish and make tools.

When the US does this, what they are really doing is one of two things:
1. force introducing a branch of the Federal Reserve Bank into the country;
2. adjusting a branch that is already there and isn't having the "right" kind of success.

Everything else that is done is kinda play stuff compared to the bank thing.
