主要是减缓恶意刷币（本质上阻止不了），原文给出了两个条件
1、bitcointalk账户必须2014.1.23前存在
2、或者在发布前bitcointalk账户活动值满足最小值

也就是说并不需要一定是2014.1.23前有账户，后面建的账户，满足最小活动值也行，至于最小值是多少，不知道啦。而且也没看到这个邮件申请送币什么时候截止。

上面说的账号日期跟最小活动值，对将要开始的第二轮IPO有影响吗，如果上面两个条件都不到的话能参与第二轮IPO吗？还忘懂英文的兄弟解答下，谢谢了

我的理解是这样的：
1、这两个条件是防止恶意刷币的，是邮箱送币的活动上的要求
2、参加第二轮IPO应该没太大影响，不过建议让自己的账户活跃点，毕竟投资额度有上限，活动值太低有垄断嫌疑
