your friend still can use exchanges like WU or Moneygram if he/she has Tazkeera (piece of paper that shows your identity) so your friend can recieve money and then find someone to convert it to crypto! as i said the trust may be an issue! and there are many used android phones can be purchased in Kabul or other cities

if you are going to send him/her money be careful to give his/her full name + father's full name as well, they check this too
