Other good measure is to get a trusted mod that will delete shitclones threads and ban these newb "devs". Also it's important to limit the activity of users in Ann section (make new threads pre moderated or something like that)
This is the only thing in your post even remotely effective, however it requires the moderator to show bias. users will begin using their real, non sockpuppet accounts to harass the mods about letting them release their shitcoins under their sockpuppets. you're on a good track though. keep those ideas coming.
