And they know that they can't stop people from using Bitcoin.

I also have the impression that while the government wants to take advantage of the benefits that can be reaped off cryptocurrencies, they are also being under the threat of losing control over the citizens, most especially when it comes to taxation. And that is why, I believe, many countries have been putting specific sections for regulations regarding transactions made with crypto within their boundaries and worse some have also decided to ban its usage.
