It's probably the latter, their activity depends on the package you buy. At least that's how Vitor Services are doing it, which are big far the biggest thread bumping providers. This is how their packages look like.

Nice work, I will add those threads shortly. By the looks of it, it's yet again before mentioned Vitor Services. Those guys are simply unstoppable, kudos on selling their useless thread bumping. Those buying their services have to be completely clueless on how things work around here as that's the only explanation how they manage to keep on going with this.
