Now suddenly the business park has 5 lots open offering 5 different businesses and it creates a more of a 'destination' for people to go to for everything car related where combined it employs more then a couple dozen people and offering them skills as well as employment.

A lot of things that we can benefit from Bitcoin, not just for investment(profit), use as utility (payment option), but it also gives us job just like you have said. But honestly, not all in the local communities are benefiting from this. Although we can say that it gives a job to some of them, however, only just a few people and those who were not selected have received nothing.
Well, at least, it gives something to the community. And I hope this could be seen by the government and think how this could improve the living of the people and also their economy.
Let assume those people use the investment from crypto and they constantly invest their money in bitcoin and not sell for some interval time. They surely can profit from that, especially if they can sell at a high price which can happen anytime. In this way, bitcoin helps those people to make additional money and maybe some of them will think about making more money from bitcoin by trading.
But what about people who do not have much money? Can they invest in bitcoin? How do they invest in bitcoin? So that will depend on how people have the money they will use to invest in bitcoin because not many people will use bitcoin for their investment, especially if they still need that money for their daily life.
So there are many things that the government should realize before they can see what benefit from bitcoin they can use for their people. Maybe that is why many governments still do not accept bitcoin and allow their people to use bitcoin.
