Maybe the Mod doesn't have banning powers. As far as I know, some Mods can only nuke Newbies, and maybe this user has too many posts. Yes, it was finally banned. I found two more plagiarisms from him, and besides that, all the posts fit rule 1.
But somehow, I'm sure this guy has a lot of free time, and we'll still see a bunch of posts with his crap.
