I didn't know that some DEX's have KYC verification? Are you sure about that or I just wasn't aware of it?
No Dex has kyc requirements, this only one which is not yet created but written in its white paper should not be considered as Dex because it requires kyc and there will be control to certain extent, so it will not be Dex in my opinion.

Dex like https://bisq.network/, https://localcryptos.com/, https://hodlhodl.com/ or any other fully decentralized exchange will require no kyc and not centrally controlled in anyway.
People should really look for true definition of decentralized before telling things that those platforms mentioned where decentralized which is totally opposite on what they are saying.As long it does have
or follow up some command or handled out by someone then its not really decentralized but rather centralized which people should realized and those exchangers you had mentioned
which is totally dex ones yet ive been using bisq for a while now and you could really be having that confidence that your coins wont really be going anywhere unless
if your wallet gets hacked itself.
