I don't think it's necessarily going to be something that would act as a buffer, but instead, it'd be the normal effect once everything is mined ^{[at some point in 2140]}.

"Forced" not in the literal sense of the word but of course if my mates are getting it, I have to get it too. If with a tap of my phone I can make quick payments as opposed to cash or other medium, then I have to get it too.

I think that falls more under the voluntary basis, as opposed to the so-called forced actions.
