Infinitecoin 0.12.0.3 version released

- Infinitecoin v0.12.0.3 is based on Bitcoin v0.12.0.0 code
- This is a new minor version release
- The wallet.dat file generated by defau lt has changed the change address from 100 to 200
- Fixed coin name translation for multiple languages
- Minimum transfer amount changed from 3IFC to 1IFC
- Add fixed seed nodes (see https://chainz.cryptoid.info/ifc/#!network)

__Note__
The version released by the community will never be hard-forked, will not change the chain, and will not be a mandatory upgrade.
If you don’t like the new version, you can continue to use the old version. But it is not recommended to use the outdated 0.6 core.
