Yes, it's unbelievable how even Legendary accounts use this forum to post content but obviosly they are lacking at a basic level which rules are in place.
Still (Legendary) members don't care. Unbelievable sometimes.

It is very rare to see a legendary member who does not know how to quote nor reference.
Exactly, it's very sad to see. If people are using the forum, reading the rules properly should be the first thing and directly after that, they should look up how the forum works (main functions like Merit, Trust etc). But hey, some people obviously don't care much about it or feel too entitled.

There I no how the user would have scaled from newbie to legendary without knowing these rules.
It's difficult to say but I could imagine that there are a few options:
- members posting only on behalf of a project and using Bitcointalk as a platform to advertise. Such users only come here to create a (shitcoin) [ANN], never visit other forum sections and don't read the rules.
- members using the forum as a platform to shitpost for signatures / posting mostly non-Bitcoin related, off-topic crap. In both cases, such users don't care much for something else and don't bother to read the rules.
Both cases have one thing in common: they don't care much about the well-being of the forum but rather using if for their agenda (advertising the project / posting non-Bitcoin realted, off-topic crap).
Especially the second one could result in a Legendary account before Merit was introduced.
Actually what I think happens is that at some point, these legendary accounts change hands.
Yes, it can happen (and has happened very often when Altcoin Signatures were still profitable). But in that case (@thandie) I'm very sure, it's still the original owner.
Considering this, it's even more disappointing that reading and respecting the rules is obviously not possible for such members.
