Because in your example, mia_houston used the address earlier than rindo. If were the other way around, then we could talk about ban evasion. Plus, the mia_houston post you refer to in your example has been deleted.
Okay I'm starting to understand now. mia_houston uses an address earlier than rindo so one of the accounts is excluded for the case of ban evasion. But the fact is that all the posts can still be edited or deleted by the users themselves to eliminate the evidence, but unfortunately I can still find them in the ninjastic.space archive.
