It's simple. If two or more accounts have the same information (cryptocurrency addresses, email, twitter, telegram, etc.), the banned account is checked first for matching information. If the banned account has the above information mentioned later than the non-banned accounts, then ban evasion is not considered. This is done to avoid mistakes.

Let's look at such an example. I didn't like you and I decided to remove you from the forum, having achieved the ban of your account. I create a new account, take the BTC address from your post and place it in any topic. After that, I post plagiarism in any topic and my account is banned. Or I can ban my account using the "security question" option. Then I write a post in this topic from my main account that you are evading the ban. And the moderator bans you. And you go to Meta and start proving that this is not my account, etc.
