That is, there is still a chance for cheaters to join in some bounties even if they have received negative tags for previous errors ^{[cheat campaign].} I really don't think a trust system will prevent cheaters from participating in bounties managed by different managers. The red tag is completely useless if all bounty managers have that point of view in their campaign management. But luckily we still have some reliable managers.
