If you are not that technically advanced, better to just stay clear from this to avoid making a mistake that you would regret. Even VPN sites would warn you sometimes against using a VPN to bypass a site that has been banned by the government.

So, anyone that chooses to do so is doing at their own risk. For me the best thing to do in a situation like this is to look for an alternative if it is possible.

At least, they can know the risk and what can happen to them if they are trying to break their government rules. Perhaps, using VPN is allowed, but doing other things besides that will depend on their ISP regulations because if they change something just to use it privately, it could mean they are breaking the rules. But if that way can give you the way to visit the gambling site, make sure that it doesn't violate any regulations and not cause you trouble.
