Yep, its the same group of people that are behind that website and those that are advertising it.Not many people are that much capable. Even i don't know how to make an exchange website. If he had so much talent that he can develop his own exchange, why not he use his skills in positive manner 
What you have to understand is that this Top-Trade-X is not an exchange but just a scammy website, which is immensely easier to create than an actual exchange. The sole purpose of that website is to lure you into depositing your own money (after they send some numbers to your account) it usually doesn't have any other typical exchange functionality like exchanging currencies, trading etc. Another thing that they might do is to ask you for KYC and that way they can use your documents for scamming others.
