In essence, it is quite up to him when it comes to accounting and calculating his investment + expenditures and some potential profit from the sale. He could walk away with zero losses despite being sanctioned. If the full proceeds were to be forwarded to victims, I believe it would be ok. But if it's only the profits, it is just cheap trick to escape sanctions. The oligarchs who benefitted from Putin all their lives should also now pay the bill.
