You can't possibly know that. Any chemical/biological weapons facilities are generally going to be kept secret, and wont be known to the general public.

I think Putin may use bio/chemical weapons and blame it on the US. I think he may claim that either the US launched a false flag operation or that the release of the weapons was the result of a bomb hitting a government/military building.

Russia started the talk about bioweapons after they invaded, so they are not using it as a pretext for the invasion. Putin did not expect this level of resistance. It is possible that Putin plans on covertly using these types of weapons as a means of getting Ukraine to surrender. It would really not be possible for Ukraine to defend against these types of attacks, however, Russia explicitly using these weapons may get countries like India to change their stance on the war.

It may also be that Putin wants to provide some damaged brain food for his own people... so for now, he is not conducting a war, he is fighting the Nazis, the Ukrainians and Russians are his people, civilian targets are only hit because there are troops inside, NATO is guilty of all this, whoever disagrees or says so in public is a criminal, ...

If you can believe that, you can also believe that Ukraine was creating WMD why not.
